The Knoxville Historic Zoning Commission approved a certificate of appropriateness for work at 241 East Scott Avenue during its Jan. 15 meeting.
Staff described the project as enclosing an existing nonhistoric carport to create a garage, replacing nonhistoric rear additions with a 20-foot-wide addition and an 11-foot covered porch, and installing in-kind fiber cement lap siding and in-kind porch details. Staff said the property is a contributing resource within the Old North Knoxville historic overlay and recommended approval of certificate 1D26HC subject to conditions requiring final garage door, secondary entrance and window specifications be submitted to staff for review and that the rear elevation windows be double-hung "in kind." The staff presentation also noted previously approved repairs to siding and the front porch in July 2025.
Sean Bollin, representing Old North Knoxville and the applicant, told the commission the neighborhood "unanimously supports this application as it is and the recommendations of staff," and said the applicant would provide the requested final specifications. Bollin said the existing carport was constructed in the early 2000s with prior historic zoning commission approval and that enclosing it in-kind is appropriate. He confirmed the group will work with staff on the porch retention question and on submission of final technical details.
A commissioner moved to approve the COA based on staff recommendations; after a second the commission voted in favor and the chair declared the motion carried. The commission did not record individual roll-call votes in the transcript; the chair congratulated the applicant and the item concluded.
The approved conditions require final window and door specifications be submitted to staff for review; staff indicated those details must be double-hung and match the historic profiles. The applicant and staff said they will continue to coordinate prior to construction.
