Parks staff presented a proposed lease that would allow the American Indian Community Center (AICC) to develop a community facility in Highbridge Park.
Nick, speaking for the parks department, described the site at Riverside and A Street as a 1.68-acre portion of a regional park and showed renderings for the planned facility. He said the proposed building would be about 22,000 square feet and provide social and recreational services to tribal members and the broader community.
Terms described by staff include a 50-year lease of roughly 2.25 acres with rent set at $1 per year. To satisfy the parks department's 2024 alternative-use policy and ensure net community benefit, the AICC agreed to construct a public restroom, trailhead parking and playground improvements valued at about $900,000 in lieu of market-rate lease payments.
Parks staff emphasized the location's transit and vehicle access and said the project would not request direct operating funding from the parks department. The ordinance before council would adopt the park board's approved terms.
Council members welcomed the project and noted the potential for activation in that corridor. No vote was recorded in the meeting transcript.
