The necessary contract amendment with the GLO is intended to ensure the revised scope and budget are covered contractually before advertising for bids.
Timeline and process explained: GrantWorks said once the amendment is approved, the city will post the solicitation, hold a pre‑bid meeting, open bids for a minimum 14 days and then unseal bids and recommend an award to the city. The consultant estimated selection could occur in February, allowing construction to start in spring.
ARPA closeout and grant paperwork: staff described a documents checklist and monthly updates; GrantWorks and city staff said they are compiling documentation for ARPA closeout and coordinating with the grant administrator and city finance staff to ensure all payments and records are complete prior to final reports.
Road repairs and cost estimates: LJA staff later reported that phase 2 of road repairs is scheduled to go to bid and cited an estimate 'right around $100k' and another figure under approximately $505,100 including contingencies; staff said they will provide corrected advertising dates and circulate updated calendar invites.
Council direction: councilmembers asked for clarification on whether more amendments would be required; GrantWorks said this appears to be the last amendment related to scope but urged confirmation from the grant administrator.
