DeBary council approves minutes and consent agenda; city updates road closure and trail schedule

The City of DeBary council approved the minutes from its Dec. 3, 2025 meeting and unanimously passed the consent agenda covering items 2–8.
A motion to approve the minutes was made, seconded and carried on a unanimous roll call. Council then approved the consent agenda by motion, second and unanimous vote.
In staff reports City Manager Rosamunda apologized for a contractor delay and confirmed that Fort Florida Road will be closed on Jan. 12 for work. The manager also updated the council on the Spring-to-Spring Trail gap project, reporting that the county has awarded a contractor, a preconstruction meeting was held, and staff expect a notice to proceed by the end of the month with possible construction start in February or March pending environmental constraints including gopher tortoise surveys.
Council members also reported on local events: Papalardo and others described attending a '1,000 Cups' entrepreneurship kickoff, Vice Mayor Butland mentioned Duke Energy's green-hydrogen facility ribbon-cutting in DeBary and an upcoming open house for Fire Station 39.
City Attorney offered brief New Year remarks and the chair adjourned the meeting.
