Planning commission approves Echo Valley micro‑resort special‑use permit with limited later hours

The planning commission recommended approval of a special‑use permit for Echo Valley micro‑resort and retreat center after the applicant and neighbors discussed hours, noise and site conditions.

Applicant Beth Ann James described the 18.51‑acre project as a multi‑generational, nature‑immersed retreat and said the project team has engaged consultants and would obtain all required local, state and federal permits. "We are fully committed to obtaining every required local, state, and federal permit before a single shovel is put in the ground," James said, noting that the updated site plan was placed at commissioners’ seats that evening.

James asked that operating hours on Fridays and Saturdays be extended to midnight to allow for cleanup after a 10 p.m. music cutoff; neighbors and several commissioners raised concerns about potential future uses and enforcement. Reginald Carter, an adjoining landowner, told the commission late‑night family events already occur on the property and said he did not object to an 11 p.m. allowance. "I don't see any reason why 12:00 should be an issue, because it's already going on anyway," he said.

Commissioner Sheffield proposed a compromise of 11 p.m. on both Friday and Saturday; the commission amended staff conditions accordingly. The motion to issue the special‑use permit with staff conditions and the revised closing time passed 7‑0.

The permit includes standard conditions to limit noise (music cutoff at the stated hour), setback and decibel requirements and a requirement to comply with the county's erosion and sediment controls and other regulatory approvals before operations begin.
