Public‑service staff said the CIE, required under Florida Statute chapter 163, documents a financially feasible five‑year plan. Director Jeff Odoms (presenting staff work compiled with director Jeff Odoms and finance input) said the plan lists roughly $36,000,000 in capital projects for 2025–2030, of which approximately $28,000,000 is currently funded. The remaining estimated funding gap is about $8,000,000; staff said sewer projects are the principal unfunded category and recommended initiating a rate study to identify fee adjustments and other financing options such as loans and grants.
Commissioners asked clarifying questions about specific projects (amphitheater and lighting upgrades for parks, HVAC and generator work for facilities, and road projects including SW 25th Street and SW 31st Avenue). Finance staff said most projects have budgeted funding but reiterated the sewer shortfall and committed to provide more detailed project‑level financing next steps.
No final adoption occurred at the workshop; staff said once the commission adopts the CIE, it will be submitted to the Florida Department of Commerce to maintain compliance with Chapter 163.
