Phoenixville Borough Council voted on Jan. 13 to schedule and advertise an ordinance amending Chapter 13, which governs special events, permits, and general business regulations. Solicitor Scott Denlinger told council that the change would permit council to adopt detailed regulations and conditions for special events (including the Inside Out program) by resolution rather than waiting for a full policy cycle, giving staff flexibility to address ADA access and emergency-pass needs prior to the spring event season.
Denlinger said the ordinance is being advanced on a timing basis — typically such changes go through the policy committee, but the council sought to have the enabling ordinance in place before applications are due for the spring Inside Out program. Council voted to schedule and advertise the ordinance and the motion carried 7-0.
