The Board of Education of Twinsburg City School District on Tuesday adopted a resolution declaring it necessary to raise $12,194,837 for school district purposes and requesting that the state tax commissioner estimate the ad valorem property tax rate and the school district income tax rate that would produce that amount.
An unidentified board member read the resolution and said the district intends to submit a school district earned income tax to voters in May and authorized the treasurer to deliver a certified copy of the resolution to the state tax commissioner before the close of business on Friday, 01/23/2026.
"The board is not pursuing a property tax. The board is pursuing a school district earned income tax levy," the unidentified board member said, adding that earned income taxes apply only to wages and generally do not apply to Social Security, most retirement income, disability income or investment income.
The resolution cites statutory sections of the Revised Code requiring the district to request estimates for both a hypothetical ad valorem property tax and a school district income tax rate from the state tax commissioner; the board said requesting both estimates is a standard procedural step under Ohio law even when the board does not intend to place a property tax on the ballot.
Board member comments during the meeting placed the district's shortfall in a broader context. An unidentified board member said the funding challenge mirrors trends across other Ohio districts and results in part from state-level funding pressures.
Mrs. Travis moved to adopt the resolution; Mrs. Hamilton seconded. The board recorded votes as follows: Mrs. Travis — Yes; Mrs. Hamilton — Yes; Mrs. Roche — No; Mrs. Crawford — Yes. The motion passed 3-1. Mrs. Egan was absent.
The board then moved to adjourn; that motion, also moved by Mrs. Travis and seconded by Mrs. Hamilton, passed unanimously. The meeting adjourned at about 06:11. The board announced its next meeting will be Wednesday, January 21 (year not specified).
