Consent agenda (approved): - Resolution designating official public notice posting locations for 2026 (item 1A). - Cancellation of the March 16, 2026 study session due to the National League of Cities conference (item 1B). - Authorization to pay Colorado Employer Benefit Trust (CEBT) estimated 2026 medical, dental, EAP and life insurance billing in amounts not to exceed $2,775,977 (item 1C). - Payment to the Colorado intergovernmental risk sharing agency for the 2026 property and casualty premium in the amount of $720,064 (item 1D). Vote: Motion to approve consent agenda items 1A–1D carried by roll call (all ayes).
Council Bill 1-2026 (first reading / set public hearing): - Introduced an ordinance to align the city code penalty authority with certain provisions of state law after a Colorado Supreme Court decision. Council set a public hearing for Jan. 26, 2026 at 6:30 p.m. in City Council Chambers. If adopted, the ordinance would take effect 15 days after final publication as required by the home-rule charter. Vote: Roll call to set public hearing carried (8–0).
