City manager: Smythe Street revitalization finished; Rock & Pillar design at 30% and waterline planned

City Manager Bert updated the Bowie City Council on several downtown and infrastructure projects, saying the Smythe Street revitalization is effectively complete and that business owners are beginning property improvements.
Bert said contractors finished most work on the downtown project and the city extended the contract to allow completion of remaining punch-list items. He and Stoney Lawrence met with engineers Cordic, Probst and Boyd to review the Rock and Pillar Street project’s 30% design plans; the project will move toward a full design and a subsequent bid process in coming months.
On utilities, Bert described plans to install an 8-inch waterline extending about 786 feet along Montegue Street from Matthews to Smythe Street to increase flow and pressure so downtown sprinkler systems can meet code. He estimated the cost at approximately $36,000 and said the city expects to add another ~725 feet of line next year to boost pressure on the south side of downtown. Bert also reported that initial testing of a new transformer should begin around Feb. 1.
Bert said the airport-fencing grant has come through: the city will host a pre-bid conference Jan. 27 at 2 p.m. and the formal bid opening is set for Feb. 12 in Austin at the TxDOT Aviation Department; the city will not know results until after that opening.
Council members were invited to review the Rock and Pillar 30% plans at the city office and provide suggestions during the engineers’ upcoming walkthrough.
