Culpeper County School Board re-elects leadership, approves housekeeping appointments

Barbie Brown was acclaimed chair of the Culpeper County School Board for 2026 after a nomination from Doctor Bridal and no further nominations, and Kelly Pearson was named vice chair by acclamation.
The board also approved several routine administrative appointments. Neil Dean was confirmed as clerk and Sarah Moran as deputy clerk after a motion and voice vote. The board named Michelle Metzger as the superintendent’s designee to attend meetings when the superintendent is unavailable, a step staff said is required by the Virginia Department of Education to ensure timely signatures on urgent documents.
Members approved a slate of designees authorized to sign documents in the superintendent’s absence — including Neil Dean and Donovan O’Brien — explaining the assignments were intended to keep things like MOUs, state reports and construction contracts from stalling. The board adopted Robert’s Rules of Order for meeting procedures, approved the annual meeting calendar and committee schedule, and accepted the VSBA code of conduct and the school board bylaws, all by voice votes.
The actions were presented as routine housekeeping to ensure continuity of operations and compliance with state reporting requirements; the board noted many of the cited documents are available to the public on BoardDocs. The work session will handle a second reading of revised attendance policies and other items later this month.
