Council approves nearly $35,000 conceptual-design invoice to Haas; resident questions repeated contracting

The Long Beach Town Council on Jan. 12 approved payment of two invoices from Haas & Associates: invoice #19 for $1,526.25 (2024 CCMG) and invoice #2024374-06 for $34,998.75 for the Lakeshore Drive conceptual design. The payments were approved by motion and voice vote.
Council members also discussed a 50‑page engineering document detailing options for Lakeshore Drive paving and agreed to hold a special public meeting next week with engineering staff present to review alternatives and help select a preferred option.
During remote public comment, Mary O'Neil questioned the town's procurement practices, saying Haas ‘‘always seems to get the bid’’ and asking why outside bids had not been sought for recent drainage work and repairs. "If this is indicative of Haas being able to get the drainage with Lakeshore Drive and rebuilding the road, I have concerns regarding that since we've never put for outside bids in Haas," O'Neil said from Zoom. The council did not provide a lengthy response during the meeting; staff did note the plan to post the full Lakeshore Drive document online for public review before the special meeting.
The invoice approvals clear the way for the design work to proceed; council members directed staff to publish the Lakeshore Drive materials and to convene engineers and council members for additional review.
