District facilities staff presented a facilities-master-plan update and two related items at the Jan. 8 work session: a planning estimate of roughly $1.1 million in anticipated 2026 projects (operating vs. capital list) and notice that the Pennsylvania DCED Public School Facility Improvement Grant had opened, offering up to 75% funding for eligible projects of $500,000 or more with a 25% district match and a March 13 application deadline.
Facilities staff said the $1.1M figure reflects items staff believe are likely in 2026 operating or capital requests and that some projects could be combined to meet the DCED grant’s $500,000 threshold. Board members asked whether the district would use capital reserves or bonding for projects (staff said the capital reserve would be the plan but noted borrowing capacity exists and PFM could be consulted).
Separately, staff described a PECO gas-service upgrade at Haverford Middle School that would move the building off interruptible service and enlarge supply lines to support higher loads. The presenter said PECO is waiving the installation cost to the district (approximately $70,000 in waived work) and that the district would not be contractually committed to use PECO as a retail gas supplier.
Board members asked about timelines for work, grant-application strategy (bundling vs. separate applications), and trade-offs between capital-reserve funding and longer-term borrowing; staff said they would refine priorities for budget planning and examine matching options and other grant opportunities.
