The Virginia Beach School Board moved through several routine governance items and then into an executive session.
Votes taken during the meeting included adoption of the agenda (11–0), approval of the November 10, 2025 minutes (11–0), passage of the consent agenda (11–0), and approval of the personnel report and administrative appointments (11–0). The clerk recorded these tallies during each roll call. Earlier in the meeting, a carryover motion to add a referendum resolution to the agenda failed by a clerk‑reported 5–6 vote.
Late in the meeting Vice Chair Weems moved that the board recess into closed session under the cited exceptions to the Virginia Freedom of Information Act (Va. Code §2.2‑3711 parts A.7, A.8, and A.12 and Va. Code §2.2‑3712) to receive legal briefings, discuss probable or pending litigation and negotiate contracts (including an unsolicited PPEA offer). The motion passed, the clerk recorded 10 ayes, and the board later certified by roll call that only matters exempted by law were discussed in closed session (certification vote 10 ayes).
Chair Brown adjourned the meeting at 8:30 p.m.
