Uvalde County Commissioners on Jan. 7 approved an interlocal agreement with the Texas Parks and Wildlife Department to upgrade County Road 349 to serve a proposed Bear Creek State Park.
County staff explained TPWD purchased property for a state park near River Road 348 and asked the county to help increase roadway capacity and reconstruct three low‑water crossings. Carl told the court the project covers 2.18 miles of County Road 349 and that TPWD would provide all professional services — including engineering, surveying and plans — and reimburse the county for construction costs under the draft agreement.
Staff said the county would likely pay contractors upfront and request monthly reimbursement from TPWD under the current draft. The project will also likely require negotiation with property owners for additional easements to widen sections of the county road to a 24‑foot standard.
A commissioner said county staff and TPWD had met multiple times since the previous summer and recommended proceeding; the court approved a motion to enter into the interlocal and to begin outreach to landowners and the bidding process.
Next steps: staff will work with TPWD, begin precinct-level outreach to affected landowners and prepare bidding documents for the reconstruction work.
