Oak Ridge council approves Phase 2 park design contract for $133,974

The Oak Ridge Town Council voted to award the design contract for Heritage Farm Park Phase 2 to the firm identified in the RFQ as Revington Reeves at a cost of $133,974.

Town Manager Bill Bruce told the council that staff solicited qualifications under the state procurement process for architectural, engineering and surveying services. The Parks and Recreation Advisory Board reviewed the four statements of qualifications and unanimously recommended Revington Reeves based on prior work for the town, including design and administration of the Veterans Honor Green.

The proposed contract covers comprehensive surveying and design services to produce construction-ready documents for eight lighted pickleball courts, two tennis courts, a basketball court, fitness stations, expanded parking, sidewalks and shade structures, plus permitting and the deliverables needed to be shovel-ready. Bruce noted the firm’s fee came in about $60,000 lower than a prior McGill estimate.

Council members praised the firm’s prior performance and the comprehensive scope of work. “They put together a very comprehensive approach,” one council member said, noting the firm includes civil, electrical and structural engineers, surveyors and a horticulturalist on the team. The council approved the motion by voice vote (recorded as 4–0 on the floor).

What’s next: the design phase will include schematic design, review meetings with town staff and council, and more detailed cost estimates; council members said the design will inform future budgeting and the town’s Capital Improvement Plan (CIP) process.
