BERKELEY COUNTY, W.Va. — The Berkeley County Commission on Tuesday approved State Budget Revision No. 4, a balanced reallocation of $1,163,686 that moves money among county accounts to cover federal pass-through grants, service billing, stormwater costs and vehicle replacement needs.
Finance staff summarized the revision, saying the largest single increase is a $639,062 federal-grants adjustment tied to a Chesapeake Bay-related drawdown for the Inwood Park project. Other changes include a $50,000 increase to a courthouse account to offset rising stormwater fees; a $37,967 increase for data-processing services; $140,909 in additional state grant receipts; $45,712 in sheriff’s law-enforcement revenue adjustments; $161,606 to fire department accounts mainly for previously billed firefighter matches and a hazmat reimbursement; and an $82,245 addition to vehicle debt service to replace damaged equipment.
"That is pass-through money for the Chesapeake Bay that goes to the Inwood Park project," staff said, describing the federal draw as a pass-through that should sit in a grants account rather than general county revenue. Commissioners emphasized several of the changes are accounting moves to place funding in the correct line items rather than new spending requests.
The commission also authorized Inwood Park requisition No. 4, a grant draw of $166,996.72, and gave the commission president authority to sign necessary documents.
The budget revision was presented as balanced and staff said the requested transfers reflect funds already received or billed to the county. The commission approved the revision and the Inwood Park requisition on voice votes.
What happens next: The revision reallocates funds to reflect recent receipts and obligations; the Inwood Park draw will be processed through Region 9 as a grant drawdown for project match and construction costs.
