Ione council opens review of protocol manual after members press for enforcement and training

Councilmember Atland (speaker in the record) led the critique, reading sections of the protocol manual that require a written outline for items placed on the agenda, a concise statement of action requested and a statement of reasons for bringing an item. He told colleagues the document was not being followed, citing confusion over several agenda items that were posted with insufficient supporting materials. "When these things aren't followed... the city attorney is supposed to tell us, 'hey, you gotta do this,'" Atland said in the meeting transcript.
Other council members agreed that the manual is dated and that training for council members and commission appointees would be useful. Specific concerns raised included agenda packets not consistently being available by the Friday deadline that the manual calls for, past unilateral disbanding of advisory commissions without apparent authority, unclear boundaries about council contact with the city attorney, and instances of council members talking over one another rather than being recognized by the chair.
Council members discussed forming a small ad hoc committee to propose updates and asked staff to prepare the item for a future meeting. Several members emphasized the difference between criticizing past practice and establishing a workable, enforceable policy going forward. Members of the public who spoke echoed concerns that protocol should be enforced and said solutions should be proposed.
