Cocoa council adopts FY2026 resurfacing program with $500,000 project cap

"The proposed project includes a total not to exceed cost of 500,000, consistent with the approved budget," a Public Works representative said, describing how GIS analysis and on-site inspections feed the pavement-condition index that prioritizes streets.
Several councilmembers questioned whether the prioritization adequately accounts for traffic volume and district distribution. Councilwoman Coles said some neighborhoods in District 4 had seen little visible improvement in recent years and asked whether traffic volume factors into prioritization. Public Works responded that the pavement condition index is the primary factor, though some index inputs may indirectly reflect traffic volume. Councilmembers urged sensitivity to long‑neglected neighborhoods and suggested staff continue outreach and evaluation.
Deputy Mayor moved the project for approval and the council voted unanimously to adopt the budget and authorize the city manager to execute related purchase orders up to the $500,000 project maximum.
