Director reports recent permits, Measure D phasing and Highway 1 accessibility timeline

Permits and approvals: Laco said a tree removal permit was issued for 209 Grinnelli Avenue. A coastal development permit was approved for work at 704 Monte Vista and N 700 Monte Vista to convert a former school into two single-family dwellings and two accessory dwelling units; on another nearby property, a new single-family dwelling with an ADU was approved. Laco also reported approval of a phasing agreement that provides 17 allocations under Measure D.
Vegetation and emergency authority: Laco alerted commissioners to a homeowner-initiated project behind 694 and 698 Terrace Avenue that is proceeding under Governor Newsom's proclaimed state of emergency to clear vegetation for wildfire risk reduction; homeowners received permission to remove three eucalyptus trees using cranes. Laco emphasized the city currently does not have jurisdiction over that project.
Highway 1 and Caltrans update: Commissioners asked staff about a prior 60-day return timeline; Laco said staff will return in the next two months with an updated biological assessment and geotechnical report. Todd, the project representative, said accessibility work (installation of truncated domes at crossings) is expected to finish in the next few weeks and that paving could start within about a month, weather permitting. The project team aims to complete major work near the Kelly and Highway 1 intersection before spring break and finish remaining work in summer. Temporary concrete barricades and bollards have been installed at intersection locations for worker safety.
No public comments were recorded during the meeting. The commission had no further commissioner reports and moved to adjourn.
