Board approves $66,000 EKI design amendment for Alto and authorizes continued EKI services
Summary
The board approved a $66,000 amendment to EKI’s engineering agreement to add Alto Avenue to a Miramar-area pipeline package and authorized ongoing as-needed EKI services under an annual not-to-exceed budget of $100,000.
The Coast Highway County Water District board authorized two actions on Jan. 13 related to EKI (Environmental & Water, Inc.).
Staff explained that EKI had previously completed about 90% design for Alcatraz Avenue, Santa Rosa Avenue and Ocean Colony pipeline replacement projects. Because Alto Avenue connects to the same Miramar-area system, staff proposed adding Alto Avenue design (880 linear feet replacing 4-inch with 8-inch pipe, replacing service lines, meters and a hydrant) so the district can package the projects and bid them together. John Sutter joined staff for the presentation.
The board read and approved a motion to amend EKI’s professional services agreement (dated Jan. 10, 2024) for an additional $66,000 to complete Alto Avenue design, provide bid support and construction engineering. During discussion directors asked whether the Alto project falls within 1,000 feet of any director’s property; one director temporarily left the room and did not participate in the vote. The motion passed 4–0 with one director absent from the vote.
Separately, the board authorized the general manager to retain EKI for capital project management and as-needed engineering support (including hydraulic modeling) for 12 months not to exceed a $100,000 annual budget, consistent with prior practice of budgeting approximately $100,000 annually for these services.
Both approvals were procedural authorizations to proceed with design and staffing support; the approvals do not themselves authorize construction contracts.
