The Granada Community Services District on Jan. 15 approved a package of consultant contracts to advance permitting and design work for the Quarry Park project.
An unidentified board member moved to approve additional services for four consultants: BKF (civil engineering) not to exceed $40,000; Group 4 (architectural) not to exceed $15,000; KCRH (landscape/lead, Tom Conroy) not to exceed $95,000; and AMG Engineers (traffic analysis and mitigation) not to exceed $70,000. "I'd like to move approval of the additional services, items 2, 3, 4 and 5," the mover said. The board voted to approve the package; the chair announced the motion passed 4‑0.
Staff told the board these scopes will support the Coastal Development Permit process: BKF will advance a 60% design, perform stormwater work and provide a construction cost estimate; Group 4 will address CDP comments and a dark‑sky lighting plan; KCRH will lead landscape architecture and ongoing project management work; and AMG will prepare the traffic analysis the county required during the CDP review.
Board members asked that the consultants include clear cost estimates and phasing so the district can prioritize work in future budgets. A director noted the district has remaining funds from prior budgets and that the consultants’ scopes were selected after staff reviewed bids and proposals.
The board directed staff to return future agenda items showing detailed cost estimates and recommended phasing to help integrate these contracts into the six‑year capital improvement program.
