Commission approves two emergency annexations and a zone change on second readings

The Oregon City City Commission on Jan. 7 approved three items on their second readings: two emergency annexations and a comprehensive plan amendment with a zone change.
Ordinance 26‑1001 approved an emergency annexation for property at 19717 Leland Road (file GLUA25‑00017AN25‑001). The commission opened and closed the public hearing with no public testimony and then approved the ordinance by unanimous roll call.
Ordinance 26‑1002 approved an emergency annexation for property at 19530 South Central Point Road (file GLUA25‑00035). As with the prior item, there was no public testimony and the commission approved the second reading unanimously.
Ordinance 26‑1003 approved a comprehensive plan map amendment and zone change for properties at 214 Tumwater Drive and 313 South 2nd Street (GLUA25‑0042 / CPA25‑001 and CC25‑003). During discussion one commissioner raised concerns about language in the staff report describing the URA goal to provide housing to low‑to‑moderate income households, noting uncertainty about committing to that goal and the investment needed to rehabilitate those properties. Commissioners noted the properties are proposed to be zoned R‑3.5. After discussion the commission approved the second reading unanimously.
