Caribou council approves minutes, appointments and calendar; schedules executive session
Summary

The Caribou City Council on Jan. 12 voted on several routine governance matters and took one procedural action to enter executive session.
Minutes and appointments: The council moved to accept the minutes of Aug. 25, 2025 and Dec. 15, 2025; the motion received affirmative roll-call votes and carried. The council then approved appointments to the Caribou Housing Authority, voting to appoint James Belanger and Jennifer Murray to five-year terms expiring Dec. 31, 2030.
Mayoral appointments and calendar: The council approved the mayoral appointments to committees and liaison roles (noting one swap in liaison assignments) and adopted the 2026 meeting calendar, which includes a budget workshop on Feb. 23 and an extra June meeting to accommodate tax-rate setting and budget votes.
Executive session: Toward the end of the public meeting a councilor moved that the council enter executive session for union negotiations "pursuant to 1 MRSA subsection 405.6 point d" regarding the fire department union; the motion was seconded, recorded 'Aye' on roll call and carried. The council then closed the public portion of the meeting.
What was not decided: Two discussion items — a proposed annual code of conduct resolution and a statement on the DOT bridge project — remained under discussion with councilors asking staff to draft clarified language or gather additional information before formal action.
