Newcastle council hears design update for public library expansion; bids expected this spring

Designers from MSR Design walked Newcastle’s City Council through the concept design and preliminary schedule for an expansion and renovation of the Newcastle Public Library on Tuesday night.

Christine Lambert Hughes, MSR Design, said the project is in the early construction‑document phase after a master‑planning process. ‘‘We’re thinking either kind of mid April, early March, and construction starting in either April or May and kind of filling out till April, May 2027,’’ she said. The work includes roughly a 2,000‑square‑foot addition, a relocated main entry, a dedicated maker lab with 3‑D printers and laser cutters, a children’s area, additional small meeting rooms and an automatic material‑handling (AMH) system to streamline returns.

Hughes said interior changes will emphasize flexible, intergenerational programming space, improved sightlines for staff and a shaded outdoor program area that can be used for story time or yoga. The team also proposed a single‑sloped roof that ties to the existing brick banding and suggested materials and a masonry color study to match the current building.

Council members praised the design and asked about operations and community use. Staff said the addition will preserve the current book‑drop location and allow public use of the outdoor space outside library hours. The design team said signage and a possible mural on a north elevation are under consideration.

The council did not take a formal vote on the design at the meeting; staff said the next steps are to finalize construction documents, put the work out to bid and return with contract recommendations. Bids were described as likely late winter, with construction beginning in spring 2026 and occupancy targeted in 2027.
