Board certifies Priority Funding Area in North Beach to address failing septic

The Board of County Commissioners on Jan. 13 certified a Priority Funding Area (PFA) request near North Beach to allow the Maryland Department of Environment and other state programs to fund a sewer connection for a property with a failing septic system.
Tay Harris of Planning and Zoning said the specific site (including 3690 On 3rd Street) qualifies under Maryland Code Finance and Procurement Article section 5‑7b03(d)(1) and because it is designated a growth area on the county's 2017 growth tier map and included in the 2019 comprehensive plan. The Planning Commission found the PFA request consistent with the comprehensive plan on Dec. 17, 2025.
Commissioners asked about small parcels excluded from the PFA and whether the funding would come from the Bay Restoration Fund or other state sources; Harris said MDE determined density and other criteria and that staff would follow up with exact state funding sources.
A motion to certify the PFA area as required under MD Code Finance and Procurement Article was moved and seconded and the board voted to approve the certification.
