Calvert County’s Department of Technology Services asked the Board on Jan. 13 to authorize three multiyear maintenance contracts with Avaya for the county’s VoIP phone system.
Stephen Pereira, director of Technology Services, and John Silcox, network supervisor, presented the request and said multiyear terms smooth pricing and reduce exposure to typical annual escalations. Pereira told the board that replacing the county’s VoIP platform would be a multi‑million dollar effort and that the county has been satisfied with Avaya’s service.
The fiscal impact for the new contracts is $287,565.10 in total; the initial year payment is $96,251.26 and is budgeted in Technology Services contract services. During discussion a commissioner asked how the proposed cost compares with the prior contract; staff said they did not have that specific comparison in the meeting packet but noted additional phone lines and a new county building increased system scope.
A motion to approve the multiyear contracts, award them to Avaya, and authorize the county administrator to execute the contracts and renewals was moved and seconded. The motion carried.
