Calvert County opens record on opioid restitution spending, leaves it open for 10 days

Jennifer Moreland, director of Community Resources, presented a proposed FY2026 budget amendment to reallocate $154,500 from the opioid litigation fund to establish an expenditure category for administration and the first annual distribution of opioid restitution funds.
Moreland said the county has received more than $1,300,000 in opioid restitution funds under the national settlement, and that six applications totaling roughly $309,000 were submitted for the first distribution. Staff recommended reallocating $154,500 to ensure adequate funding and to create the correct spend category so award payments can be processed and tracked in compliance with program reporting.
Following staff remarks, the board opened the floor to public comment. Commissioners asked about applicant types; Moreland said nonprofits and government entities applied and that private businesses who applied were not eligible under program rules. She explained staff’s intention to set aside funds for training and prevention work and said the state’s Maryland Office of Overdose Response (MORE) requires local opioid prevention teams.
Speaker 1 moved — and Speaker 3 seconded — to leave the record open for 10 days pursuant to Local Government Article 9‑105. The motion carried. The board will consider formal adoption after the public comment period closes and required waiting period elapses.
