Plan commission backs Red Veil Ridge phase 3 final plat, sets Feb. 10 rezoning hearing

The Middleton Plan Commission on Jan. 13 voted to recommend approval of the final plat for Red Veil Ridge, second edition, phase 3 and set a public hearing for rezoning on Feb. 10 at 7 p.m.

Commissioner Anaira (District 6) moved to recommend approval to the common council with a deferred effective date pending completion of four staff conditions: resolution of staff recommendations shown on the final plat and site plan for phase 3, approval of plan drawings for required public improvements, execution of a city–developer agreement for phase 3 improvements and receipt of surety and fees plus city engineer approval of the comprehensive stormwater management plan. The chair seconded the motion and the commission carried it by voice vote.

Anaira asked staff to ensure the city–developer agreement explicitly incorporates requested changes related to the city’s complete‑streets expectations, including provisions for sidewalk access and signed detours where roadways remain open to vehicles. Commissioners also raised packet issues (a lot‑numbering discrepancy noted on page 11) and asked about the disposition of Lot 26; staff said they and the applicant are discussing donating that lot to either the local conservancy or the city and have made substantial progress toward a transfer.

The commission then approved a second motion from Anaira to set a Feb. 10 public hearing at 7 p.m. on rezoning five sets of lots shown in the packet. The motion was seconded and carried by voice vote. The commission did not adopt detailed vote tallies on the record; outcomes were recorded as voice approval.

The matter now goes to the common council for final action, with the effective date of any approval deferred until the listed conditions are satisfied.
