Consultants from Designing Local described the plan’s components: a historic survey of downtown building fabric, recommendations for adaptive reuse and facade improvement programs, grant and tax-credit pathways (including potential National Register nominations for specific properties on North Cesar Chavez Street) and short-term public-art projects (painted fire hydrants, murals and painted utility boxes) intended as low-cost, visible investments.
The consulting team highlighted community engagement conducted in 2025, including surveys, interviews and on-the-ground outreach at community events. City staff said the plan will inform work across parks and recreation and other departments and will supply draft frameworks and ordinances for future use. Councilmembers praised the plan’s community-driven approach and supported immediate steps to look for funding, involve local artists and begin small-scale public-art pilots.
The resolution passed unanimously and directs staff to coordinate grant-seeking and program development, with further council review expected as specific projects and funding opportunities are identified.
