Oviedo Charter Review Committee lays out schedule, aims for May report to council

The newly formed Oviedo Charter Review Committee heard from City Attorney Wade Vose on Thursday about its charge and timelines: the committee should complete its work on or before May 18, 2026, and present proposed charter amendments to the City Council by June 1.
Vose said the committee—s work will be a comprehensive review of the charter using member input and public comment. "The committee shall conduct a comprehensive review of the existing charter... Committee will produce a final report in which it will recommend proposed revisions and or amendments to the city charter," he said, reading the council—s resolution that established the committee.
Vose urged members to prioritize substantive legal changes over minor rewordings, saying cleanup or scrivener amendments may be consolidated. "Do not change happy to glad," he said as an admonition not to rewrite text that does not alter legal effect. He also said staff would provide background and comparative examples from other jurisdictions to inform the committee.
Members agreed to an iterative, topical approach rather than strict section-by-section review, and staff said they would compile a list of likely cleanup items and background materials. The committee asked members to email sections or topics they want on future agendas; Vose asked that submissions be copied to the city clerk so staff can prepare materials in advance.
No formal votes were taken. The committee set its next meeting for Jan. 28, 2026, at 5:30 p.m., and staff will bring suggested cleanup amendments and election-related clarifications to a future session.
