Insurer flags risks for proposed 'Black Rodeo'; district to request underwriter recommendation and suggest alternative venues

Trotwood-Madison City administration briefed the board on a letter of interest from Northern Southern Hospitality Entertainment Group seeking to host a "Black Rodeo" on district grounds on June 20, 2026.

The superintendent said the district met with its liability carrier and the insurer raised multiple concerns specific to staging a rodeo on field turf — notably how vendors would place dirt on the turf, protect track surfaces, and safeguard stands. Liberty Mutual staff also told the district they do not typically underwrite carnival rides and would require independent insurance from ride operators; the carrier described staging a rodeo on a school district campus as uncommon and indicated it might recommend against hosting the event on school property. The superintendent said the insurer will provide a written underwriter recommendation that lists items the district would not be covered for so administrators can share it with the promoter and recommend alternate venues such as county fairgrounds.

Administration said vendors would also be required to maintain their own liability policies if the event proceeds off campus. The board asked administration to share the underwriter letter when available and to follow up with the promoter about feasible venues and vendor insurance requirements.
