Regreen asks CPC to extend two expired grants; committee defers decision after failing to reach quorum

David, representing Regreen, said the group sought extra time to finish two projects and spend remaining grant funds: about $55,000 left on an invasive-plant (knotweed) program and about $8,200 remaining on a Glendale Park vegetation-restoration project. He asked the committee to extend both grants into the 2026 fiscal year; staff and members discussed proposed new end dates ranging from June 30, 2026 (Glendale Park) to Nov. 30, 2026 (invasive-plant program) to allow an additional season for knotweed management.
Committee procedure and reimbursement: Staff told Regreen the CPC cannot vote without a quorum and will seek comptroller and legal-department guidance on whether a short contract extension form or a full new contract is required. Karen said expenditures incurred before a contract's stated expiration can be reimbursed; the committee also asked staff to verify whether reimbursements are permitted for costs submitted after a contract expired.
Next steps: Without a quorum the panel did not vote. Members agreed to bring the requested extension back for a formal vote at the February meeting (scheduled for Feb. 3). Karen will consult the comptroller and law department and report back so the committee can determine if a two-page extension agreement suffices or if a new contract is required.
"We were requesting an extension or new contract...we would try to expend all of the funding for both projects by then," David said, asking for a June 30 date; staff suggested knotweed work may be better completed later in the fall and discussed Nov. 30 scheduling for that project.
Because the committee lacked a quorum, no formal action was taken at the workshop; the item is pending and will appear on the February agenda for a vote.
