Sparks council approves several infrastructure contracts and equipment purchases

The Sparks City Council on Jan. 12 approved multiple infrastructure contracts and a major equipment purchase.

Capital projects coordinator Brandon Baxter asked the council to award a construction contract to Anchor Concrete for work on Victorian Avenue, describing sidewalk, planter and landscape replacement in an area originally built in 1990. "I'm asking for your approval for a construction contract with Anchor Concrete in the amount of $527,675.75," Baxter said. Councilmember Abbott moved to approve AC-6169; Rodriguez seconded and the motion passed unanimously.

Public Works Manager Mark Anderson requested purchase approval for an Elgin Broom Bear street sweeper under Sourcewell contract 093021-ELG for $391,832 to replace a 10‑year‑old unit used to protect river and air quality; the council approved the purchase unanimously.

City Engineer Amber Sosa recommended awarding the Golden Eagle Regional Park effluent tank rehabilitation contract to Resource Development Company LLC for $804,000 (bid AC-6167) and a related construction-management contract to Dowell for $100,795.40. Sosa described the project scope — abrasive blasting, a three‑coat epoxy interior system, and 75 calendar days for completion — noting the tank is a 3.4 million‑gallon effluent storage facility that supplies nonpotable irrigation and construction water. Council approved both contracts unanimously.

Each motion passed with no recorded dissent. Staff will proceed with contracting, schedule coordination with the plant operations team and construction management oversight.
