Evanston planning panel forwards two items to city council; staff says zoning tweak targets single child-care application

The Evanston Planning & Development Committee on Jan. 12 approved minutes from four prior meetings and voted to forward two items, PD1 and PD2, to the City Council for consideration.

During the committee meeting, Council member Kelly asked whether the first item, PD1, would have practical effects beyond the current applicant. "So, can you for the first 1 item, p d 1, can is there, like, practically, can you speak to anything, like, where that will have impact besides the hope I think it's the Girl and Boys Hope Homes?" Kelly asked.

An unidentified committee speaker replied that the proposed change to the zoning code was designed to affect only the single application under review. "This is directly to impact just this specific application, and we have done the research ... and we really crafted the amendment to that section of the zoning code for child residential care homes to really target this 1 situation," the speaker said.

The committee moved approval of the minutes for July 28, Aug. 25, Sept. 8 and Sept. 29; the minutes motion was seconded by Council member Rogers and approved by voice vote. Later, Council member Davis moved to forward PD1 and PD2 to the City Council; the motion was seconded and advanced by a voice vote with members responding "aye" and no nays or abstentions recorded on the transcript.

No public commenters were recorded on the Planning & Development Committee agenda. The committee adjourned and announced the City Council meeting would begin at 6 p.m.
