Andover creates advisory project review committee to vet major town projects

The Andover Board of Selectmen voted Jan. 12 to establish a project review committee that will advise on town projects expected to exceed $25,000.
The committee will be advisory only: members will not write specifications or make awards, but will review plans and offer guidance to reduce errors and change orders. Selectmen described a roster of volunteers the town will solicit—electricians, plumbers, general contractors, civil engineers and other tradespeople—who can review drawing packages, flag missing details and comment digitally or by site visit. The board said the committee will be used on projects such as the proposed town garage, veterans field work, or school renovations.
Board members stressed the goal is better oversight and value for taxpayers: volunteers will help validate that drawings capture drainage, elevations and piping details and that bid packages include adequate statements of work to limit surprises during construction. The motion to create the committee passed unanimously; the board asked staff to post an application and return names for appointment at an upcoming meeting.
