Columbia County committee approves routine contracts, subscription renewal and facility repairs

Columbia County’s Management & Internal Services Committee met Jan. 13, 2026, and approved a package of routine administrative items, including annual approval of county bank and investment accounts, a $170,000 Esri subscription renewal for GIS, and multiple contracts for renovations and repairs.
Miss Reese presented the annual list of bank and investment accounts and said staff recommended their approval under Policy 609.1. Unidentified Speaker 2 moved to approve the accounts and Unidentified Speaker 3 seconded; the motion carried.
Mr. Blanchard described the Esri subscription as the county’s GIS software provider and said the upcoming renewal will cost $170,000, paid from GIS’s operating budget. "Esri is the manufacturer of the software that we use for our GIS," Blanchard said; staff recommended authorization to pay the subscription.
Mr. Prather reported a deductive change order for the Patriot’s Park gym renovation that reduces the county’s cost by $26,517.44 after two years of work including a new roof, flooring, bathrooms, HVAC and lighting. He also introduced a $47,500 professional services contract with Booker Vic Architects to produce full construction documents for renovation of Building G1 for the Department of Revenue; committee members confirmed the fee includes engineering and HVAC coordination.
The committee approved an independent contract with Summers Construction Company for $134,112 to repair storm and tree damage to the county maintenance department building. Risk management and an insurer’s engineer reviewed the damage and supported the scope of work.
Miss Reese provided a year-to-date budget report, noting the county is about halfway through the fiscal year and that nearly $3,200,000 had been received through November. She said the annualized percentage increase is about 4.4%; the figure was roughly 10% higher than the prior month but about 3.3% lower than the same month last year. An investment report was also presented; no questions were raised.
