Council introduced an ordinance authorizing the city manager to negotiate sale of two city-owned lots at 2120 and 2122 Darrow Avenue.
Community Development Director Sarah Flax explained the parcels were purchased as part of the Neighborhood Stabilization Program 2 (NSP2) grant from HUD in 2010, that the property had been vacant and unrehabitable (demolished) and that staff lacked sufficient NSP funds to redevelop the lot at that time. Flax said the site is suitable for two family-sized homes: the south lot as a single-family home and the north lot as the first duplex built in coordination with the local geometry and construction program; both homes were described as roughly 1,200 square feet each. Staff said the properties would be placed into a land trust and sold to income-eligible households limited to up to 120% of area median income, with ongoing affordability managed by Community Partners for Affordable Housing.
Flax noted the lots have been off the tax rolls since 2010 and would return to the rolls following sale. At the APW level staff said there is no further action required at this committee; final action will occur at city council.
