Committee approves Bobcat purchase, bundled 2026 equipment and multiple professional services agreements

At its Jan. 14 meeting the Green Bay Improvement and Services Committee approved several Department of Public Works requests for equipment purchases and professional services aimed at supporting the 2026 construction season and DOT safety projects.
The committee approved the parking division's purchase of a 2026 Bobcat UW56 sidewalk utility tractor from Bobcat Plus Inc. for $71,152.46. The director said the machine is intended for snow removal, litter cleanup and ramp maintenance and that the purchase was budgeted in the 2026 capital improvement program.
Members agreed to suspend the rules and take agenda items 4 through 14 as a single vote; the bundled equipment purchases (all listed as 2026 CIP items) were approved by voice vote. Committee members praised updated fleet modernization.
The committee also approved professional services agreements (PSAs) related to state DOT safety projects and 2026 construction inspection services. These included small appraisal and negotiation PSAs for two DOT projects (items 15–16) and three construction inspection PSAs: Ayers Associates (up to $100,000 estimated), Coleman Engineering ($175,000), and ISG ($150,000) to supplement inspection capacity and address vacancies. Staff said these are time-and-expense agreements and that the state will reimburse local costs on full-reimbursement DOT projects.
The body approved license renewals for numerous sidewalk, irrigation and tree-trimming contractors and a private-collector license for GFL Environmental as listed in the packet. The committee also approved a PSA with McMahon & Associates for Howard and Hazel Street reconstruction ($50,660).
