Plan Commission conditionally approves 109‑foot wireless tower CUP; forwards to City Council

The Green Bay Plan Commission on Jan. 12 voted to conditionally approve a conditional use permit (CUP) for a proposed roughly 109‑foot wireless communications tower on a 35‑acre parcel in the 600 block of Woodside Road and forwarded the item to City Council for final action on Jan. 20, 2026.
Planning staff described the site (a flag/wooded portion of a larger parcel near Humboldt and Woodside) and said the location was chosen to limit impacts on future developable land and to respond to steep topography on the parcel. Staff recommended conditional approval but noted outstanding site‑plan requirements that must be addressed before final permits are issued, including landscaping, notation for future pedestrian access, paved service access where required by code, setbacks for vehicle parking outside the front yard, and vegetative screening of ground‑mounted equipment.
John Wallace of LCC Telecom testified in support on behalf of the applicant and described the need for the facility to fill a gap on Green Bay’s east side. "The anchor tenant would be Cellcom, and the tower is designed for 2 more carriers," Wallace said. He told the commission the conceptual design and access improvements can be refined during site‑plan review.
Planning staff said the tower is approximately 109 feet and noted that commercial wireless support structures must be designed to accommodate additional carrier equipment. After discussion, a motion to approve the CUP with conditions was made (motion recorded as by Commissioner Vincke, second by Commissioner Fulweiler). The commission recorded a voice vote of "Aye" with no opposition. Staff will forward the commission’s recommendation to City Council for consideration on Jan. 20.
The commission’s action at this meeting was a recommendation; final permitting and construction require completion of conditioned site‑plan items and any subsequent Council action.
