Plan Commission forwards 38‑lot 'Pines' final plat to City Council

The Green Bay Plan Commission on Jan. 12 approved a conditioned final plat for the Pines subdivision, a 38‑lot residential development at 0 Weichard (also referenced as Neutschert) Street, and forwarded the item to City council for final action on Jan. 20, 2026.

Planning staff told the commission the property has been through earlier approvals — a comprehensive plan amendment, rezoning and a preliminary plat — and that the proposed final plat reflects changes made since those steps. Staff said a stormwater pond shown on the preliminary plat between Lots 2 and 3 was eliminated, which increased several lot sizes. Because site‑level drainage, stormwater and erosion controls remain under review, staff recommended final plat approval be conditioned on completion of the outstanding site‑plan requirements.

The property is shown as multifamily on the adopted future‑land‑use map, but staff said the current zoning allows the single‑family layout being proposed. Planning staff also noted surrounding parcels include multifamily and commercial uses and recommended continuing the prior approach to code consistency for required site features such as paving and service access.

Commissioner Ryvinsky moved to approve the final plat; Vice Chair Jacob Miller seconded the motion. The commission recorded a voice vote of "Aye" with no opposition, and staff confirmed the item will be placed on the Jan. 20 City Council agenda for final action.

The commission’s approval at this meeting was a recommendation; final legal approval of the plat requires City Council action and completion of site‑plan conditions described by staff.
