Adams County Board approves multiple bridge appropriations, personnel ordinances and labor contracts

At its Jan. 13 meeting the Adams County Board approved four bridge-related appropriations, adopted an employee handbook and a video gaming ordinance, and ratified several labor agreements for county departments; many items passed by voice vote.
The Adams County Board on Jan. 13 approved a slate of routine resolutions and ordinances ranging from bridge engineering funds to county personnel agreements.
Among the formal actions, the board approved these measures by motion and voice vote: Resolution 202601501001, a $70,000 appropriation from the township bridge program to WHKS and Company and Geo Techniques for engineering and soil boring for a bridge carrying North 2750th Avenue over Cedar Creek in Northeast Township; Resolution 202601501002, appropriating $2,000,000 in motor fuel tax funds for maintenance of county highways in 2026; Resolution 202601501003, authorizing use of surface transportation funds to pay one-half of the county engineer’s salary (appropriating $76,960); and Resolution 202601501004, a $50,000 township bridge program appropriation for engineering services by Evinster and Kim Inc. and GeoTeknex for replacement of a bridge over Williams Creek.
The board adopted Ordinance 202601001003, revising the Adams County employee handbook, after committee review and department head input. It also adopted Ordinance 202601001004, regulating video gaming in the county and aligning the per-location machine limit with the city by reducing a prior draft from 10 machines to 6; board members discussed per-machine fee allocations and an effective start date of July 1.
On labor contracts, the board ratified an agreement between the county and the Illinois Police Benevolent and Protective Association representing the sheriff’s deputies (agreement effective 12/01/2024–11/30/2027, with retroactive pay), a Teamsters contract for the Highway Department (12/01/2025–11/30/2028 with 4% raises each year), and a Machinists agreement for the Treasurer’s Department (12/01/2025–11/30/2028). The board tabled the corrections employees contract pending additional union feedback; the chair said it will return in February.
Most items were approved with brief committee reports and voice votes; the board set follow-ups for the ambulance-code amendment and the state's-attorney review of a proposed ballot measure discussed by a committee.
