Green Bay Finance Committee approves routine purchases, accepts EMS award and refers animal-control staffing plan to staff

The Green Bay Finance Committee on Jan. 13, 2026, approved multiple routine purchases and agreements, accepted a State Department of Health Services emergency medical services funding award and referred a request on animal-control staffing to staff for further study. Committee members also received an informational report on a small AmeriCorps grant supporting a Martin Luther King Jr. Day event.
The committee voted to approve a $51,279.15 purchase-service agreement for fire-truck equipment, a $95,172 purchase of Badger Books election hardware and associated servers and clients, and a three-year agreement with Environmental Systems Research Institute, Inc., valued at $207,900. Speaker 3 moved to approve the fire-truck agreement and Speaker 3 moved the Badger Books purchase; the committee recorded the votes and the motions carried. Deputy-clerk-level staff (Speaker 4) told the committee the Badger Books purchase covers 9 servers and 52 clients (61 total) and that the city expects the equipment to be in service in February: "we're almost halfway there," Speaker 4 said.
The committee also approved acceptance of a $394,596.34 2026 emergency medical services funding assistance award from the State of Wisconsin Department of Health Services. Speaker 3 moved to accept the award and the vote carried unanimously.
On budget items the committee approved a $150,000 Law Department carryover request to cover anticipated litigation and other legal costs continuing into 2026, and it approved a final 2025 budget amendment to cover unbudgeted overtime associated with special events.
The committee reviewed a communication requesting the city explore funding sources for a second sworn animal-control officer. Police Chief (Speaker 6) said staffing constraints make it difficult to assign additional sworn officers at present and noted the 2026 budget includes three full-time community-service officer positions that take on some duties. Committee members debated whether the position should be sworn or non-sworn and decided by unanimous vote to refer the item to staff to develop a decision package outlining options, costs and recommended timing. Speaker 3 moved to refer the request to staff.
Parks staff (Speaker 5) reported they accepted a $1,050 AmeriCorps Frontier Generation Fund grant to support the Green Bay Conservation Corps program’s Martin Luther King Jr. Day event at the Brown County library after the grant notice arrived Dec. 16 and could not wait for the next full council meeting. "I made the decision to accept the grant and just bring this as informational," Speaker 5 said. Committee members discussed whether the city should adopt a threshold or a policy exception allowing staff to accept small, time-sensitive grants and asked staff to review the grant-approval policy.
Staff also reported contingency-account figures: roughly $25,000 from 2025 appears unspent and the proposed 2026 contingency is $100,000, which members said would be treated as available surplus unless specific contingency requests arise.
The committee scheduled its next meeting for Jan. 27, 2026, then adjourned.
