Aldermen press Sangamon County on animal‑control contract as council considers $538,447 appropriation

Springfield aldermen on Tuesday pressed for more information before voting on an intergovernmental agreement (IGA) extension and a supplemental appropriation to pay Sangamon County for animal‑control services.

The ordinance introduced would extend an IGA with the Sangamon County Department of Public Health for animal‑control services and authorize a supplemental appropriation of $538,447.05 for FY2026 to the Office of Budget Management. Multiple aldermen said the council has been extending the arrangement repeatedly and asked why there has not been a competitive contract process that yielded a sustained city program.

A county representative told the council the service was posted for bid but received no offers; the county said it reduced its request by $287,000 from an initial figure discussed earlier this season. Councillors including Alderman Williams and others raised particular concerns about enforcement and response times, saying residents report long waits and that enforcement responsibilities are unclear between the city, county and police.

Alderman Williams pressed for concrete operational data — the number of vans, staffing levels, average response times and whether the current contractor has capacity to hold seized animals. “We do not have a good answer in Springfield for it,” Williams said, urging the county to appear for a council presentation before the council votes.

Council members voted to move the item to debate and requested that county officials appear next week with a presentation and data on staffing, services, and outcomes. No final appropriation vote was recorded during the meeting; councilors said they expect to hear from the county before taking final action.

Next steps: staff will ask Sangamon County to present operational data and respond to aldermen’s questions at the next meeting. The ordinance will return for a final vote after the presentation.
