Summary
The Cape Cod Commission presented the Transit Needs Assessment, reporting development of an online transit viewer, a map-based comment tool, roughly 250 online survey responses and nearly 40 map comments to date; staff said results will feed the CCRTA comprehensive plan update and recommended listening sessions including Nov. 13 in Barnstable.
Commission staff introduced a two-year Transit Needs Assessment intended to inform the Cape Cod Regional Transit Authority’s upcoming comprehensive plan update and to identify opportunities to improve regional transit.
"Each year, Commission staff developed the UPWP which outlines our planning studies," said Joyce Michael, transportation planner. Phase 1 cataloged existing conditions, produced an online transit viewer and launched outreach tools; phase 2 will analyze public input and draft recommendations for the CCRTA.
The presentation highlighted ridership data (using 2022 CCRTA data), a top-10 list of high-ridership locations (including Hyannis, MacMillan Pier in Provincetown, Woods Hole and Mashpee Commons), and outreach that has included pop-up tables at transit hubs and farmers markets. Michael said the project has received about 250 online survey responses and roughly 40 comments through the map-based tool so far. Staff said outreach materials are available in English, Portuguese and Spanish and the public is invited to a listening session Nov. 13 at 1 p.m. in Barnstable.
Board and public discussion focused on latent demand (parking and capacity issues at Sagamore Park-and-Ride), coordination with intercity carriers such as Peter Pan and Plymouth & Brockton, last-mile connections for pedestrian and bicycle access, and better bus-stop infrastructure. Staff said they are coordinating with carriers and will use the public feedback to shape recommendations and potential TIP project priorities.
The commission expects to deliver a final report to the CCRTA summarizing outreach and recommending improvements that could inform TIP programming and local project development.
