Temecula — The City Council unanimously approved a voluntary intergovernmental agreement (IGA) formalizing ongoing collaboration with the Pechanga Band of Indians and continuing the Pechanga Community Fund contributions.
Kevin Hawkins, staff lead, said the agreement would be effective July 1, 2025, run initially through June 30, 2028, and include an increased annual contribution to the Pechanga Community Fund (from $850,000 to $950,000) with three‑year extension options. Hawkins highlighted prior Pechanga investments in the city — more than $40 million since 2004 — and recent project support such as auxiliary lane construction, pavement rehabilitation and interchange landscaping.
Council members praised the long government‑to‑government relationship and noted opportunities for future collaboration on public safety, wildfire mitigation and capital projects. The council moved and seconded approval and recorded a 5‑0 vote to adopt the IGA.
What happens next: The IGA will take effect per its terms; the agreement allows consideration of additional grants or loans for mutually agreed capital projects and remains subject to future council oversight and project‑level approvals.
