Gabriela Balmer, director of human resources, opened the presentation saying the personnel rules define the city’s merit‑system employment terms and that the updates aim to align local policy with state and federal law and modernize language. Balmer said staff brought changes to be effective at the start of the next calendar year and that most edits are procedural housekeeping.
