Committee OKs authorization for Eversource access easement to wastewater plant corridor

The Keene Municipal Services, Facilities & Infrastructure Committee unanimously recommended authorizing the city manager to negotiate and record a permanent access easement across city-owned land to benefit Public Service Company of New Hampshire, doing business as Eversource Energy.
Public Works Director Don Lucey told the committee that Eversource needs a permanent access agreement to reach a transmission line that runs from the Emerald Street substation through city property and on toward Swansea. Lucey said the utility currently uses two gravel access points and that “it won’t affect any traffic on Airport Road” or the city’s ability to operate the wastewater treatment plant.
Joe Ho Becky, introduced as Eversource’s regional municipal representative, attended to answer questions. After brief committee discussion there were no public objections and a committee member moved to recommend that the city manager be authorized “to do all things necessary to negotiate, execute, and record a deed for a permanent access easement benefiting Public Service Company of New Hampshire DBA Eversource Energy.” A second was called and the motion passed on a voice vote.
The committee recorded no conditions on the authorization at the meeting, and staff said they believe the easement will not impede plant operations or public traffic. Any final terms will be set during the city manager’s negotiations and recorded when the deed is filed.
