The Douglas County Board of Commissioners on Oct. 28 adopted a local ordinance permitting golf cars within Westborough Creek SID578 after the board voted first to waive the three‑reading requirement and then to adopt the ordinance. County Attorney Teresa York advised the board that the process requires two motions: one to waive the three readings and a second to adopt. Both motions (waive readings; adopt ordinance) were moved by Commissioner Borgeson and seconded by Commissioner Morgan; voice votes on each motion were recorded as 6 to 0.
During consent‑agenda discussion Commissioner Kavanaugh raised item E: a second amendment with the Nebraska Department of Health and Human Services to update the Women, Infants and Children (WIC) grant award. Backup materials showed an award amount of $3,876,176.85, down from a previously shown $4.6 million. Commissioner Kavanaugh asked whether the reduction reflected federal and state funding changes; Commissioner Rogers (speaking for the department on Zoom) said he believed it was a federal reduction and pledged to provide specifics next week.
Other committee items were approved as presented, including a resolution regarding flexible savings accounts. The board took the final adjournment motion and closed the meeting at 9:54 a.m.
