Commission approves nonunion pay increases, sets commissioners' raises and moves into executive session

Douglas County commissioners approved a series of personnel and administrative actions on Dec. 2, including wage increases for nonunion county employees and a formula-based increase for commissioners.
The HR resolution covered nonunion employees and recommended general increases (the majority of the affected group at 3.6%, with some positions recommended at 4%); Diane Carlson, deputy county administrator, told the board the cost of the 3.6% across-the-board increase was calculated at approximately $2,245,000. The board voted to adopt the resolution; the motion passed by a recorded voice vote of 7–0.
Separately, the board considered a statute-based formula to set the Board of Commissioners’ salaries for calendar years 2027–28 (the formula uses the unadjusted Consumer Price Index for the period since the last salary increase, plus 1%, and the increase must remain in effect for two years). The board approved the commissioners' salary resolution; Commissioner Borgeson cast the sole no vote.
Near the meeting’s end, the board voted to go into executive session for legal advice and contract negotiations (motion by Commissioner Rogers; second by Commissioner Morgan) and later reconvened and adjourned at 12:18 p.m.
